Delay is not hold-open
A delayed-action closer still closes the door. Its additional time is part of the closing cycle; it is different from a mechanical hold-open position that keeps the leaf open until it is moved again.
If your requirement is to hold a fire-rated opening open, the relevant release-on-alarm system and local code need separate consideration. This page makes no fire-rating or alarm-release claim.
State the reason for the delay
